Frank is referring to absolute equality as impractical, and the need for incentives, a point recognized in socialist economics and actual socialist systems. You could argue it is wrong, but to equate it with an exaltation of huge disparities in wealth is just a misreading.
But in the context of a move by Republicans and Democrats alike to revive the 1890s, it is rubbish.
