Or the Syndrome that pushed Russian peasants (before 1917) to petition the Tsar for good policies, to reject his bad advisers. All three presume that the powerful are (deep down inside) benevolent. People look to those with power as the solution to their powerlessness -- even though the powerful get much of their power from the people's powerlessness. It's usually seen as too difficult to deal with powerlessness directly.
