My memory is that this was the initial line, but they switched gears when it became clear that Dems were going to compare this to the cost of the Iraq war (then $10B/month); so they more or less switched to the truth, which was that they didn't want to let the Dems create an entitlement for children's health care (although they didn't express it that way.)
