The shift in racist attitudes is significant change indeed, but also cosmetic. Carrol means reforms like health care must follow. A reformer who promises reforms that don't produce social stability, loses credibility and opens the door to contemplate reforms outside 'legitimate' social frameworks. In other words invites radical alternatives to the table.
