Perhaps "voluntary" here refers to the fact that it only applies to
financial institutions that participate in the bailout. So it's
voluntary, because if they don't want to participate in the
moratorium, they don't have to participate in the bailout.

"Enact a 90-day foreclosure moratorium for financial institutions that
participate in the congressional bailout plan."
