Insuring Inequality by Jerry Cates, a critique of Social Security's
founding from the left.
There's some other work on the racial benign neglect underlying the earlier
years of SS.
The "New Deal" had different periods. It's easy to find criticism of
the National
Recovery Administration, which I think by general agreement didn't work
well,
or at all. Later on there was the WPA and CCC, better regarded.
