The snippet I sent to Pen-l was from a book review in the Wall St.
Journal and just said that the authors of the book cited Commerce
Dept. figures. Perhaps there was no "report". The book under review
is: Globalization: The Irrational fear that Someone in China will
Take your Job. Authors are Bruce C. Greenwald and Judd Kahn.

Emphatically. Outsourced jobs are likely to be the least productive
ones, jobs that can be replaced by relatively unskilled labor at
second-world wages, and so outsourcing in and of itself raises
average measures of manufacturing productivity.
