I'd blame the usual need for scape-goats in times of crisis (in all those societies suffering from social divisions). It's often money-changers or middle-men. It's much the same phenomenon as the ill-treatment given to those from India in East Africa on occasion. The overseas Chinese also seen this kind of treatment.
