I'd blame the usual need for scape-goats in times of crisis (in all
those societies suffering from social divisions). It's often
money-changers or middle-men. It's much the same phenomenon as the
ill-treatment given to those from India in East Africa on occasion.
The overseas Chinese also seen this kind of treatment. The list goes
on...

definitely. The Holocaust and milder examples of this phenomenon are
always used to justify/defend Israel, no matter what it does.
