That's how it is. People seek to have their needs - often expressed
programatically in the demands of the reform organizations which they
support - met through legislation which is the product of electoral
politics. If these needs become more acute and are not satisfied
legislatively, they take to the streets to supplement their efforts in the
electoral arena. So-called parliamentary and extra-parliamentary activity is
inseparable.
