To  be honest, I do not fully understand the meaning of the term "central 
planning".  Is NASA central planning? What if they sourced their parts and even 
research  from diverse entities? Confusing stuff (to me).

Central planning is a concept, like the 1980's term "command economy," to  
obscure property relations and ownership rights; the value relations.  Central 
planning only implies and means planning by a central authority or  government 
agency.
