He can't be right, since there are lots of other goals that can be
realized without faster growth (by which he means faster and positive
growth of real GDP). The health care system could be reformed without
a rise in real GDP, though it would be easier during a time of
GDP-prosperity. Perhaps he means other _economic_ goals, in which case
what he says is more reasonable (within the confines of normal
capitalist politics).
