Imagine the huge pressure on each County Medical Association, each
Hospital Administration, if Med schools ceased to grade students or
grant degrees, but local Medical Assoications _collectively_, not as
corporate bodies, were made responsible for the competence of their
members in practice. A botched operation leads to every member of the
Local Association being fined (say) 5% of his/her annual income.
