The EFCA plot thickens. In the article, he says he will still oppose
EFCA. On the other hand, he said he wasn't going to switch parties.

It's one thing if he insists on a small tweak that doesn't change the
substance, or votes for cloture and then no on the final bill.

But if he votes to sustain a Republican filibuster? Will Pennsylvania
labor give Specter a pass?

This is going to be very interesting...
