I read it. I didn't like it. The author, Lant Pritchett argues that a strong highly competent government apparatus nevertheless is highly ineffective in implementing welfare programs because of corruption, absenteeism among government employees etc. So what's new? Pritchett suggests this shows a disconnect between the "head" and the "body" hence the "Flailing state". It is an utterly vacuuous expression clearly invented for considerations of clever wordplay and little else.
