I think a reduction in working hours even with reduced pay is better.
Layoffs are highly traumatic to say nothing of the economic
consequences. And I expect it is also overall much more expensive for
society as a whole to keep turning over its workforce all the time.
While there is something to be said for a mobile workforce, I can't
see how too much mobility can be a good thing even in narrow
productivity terms.
