Back when there was a revolution in Nicaragua, Senator Jesse Helms _et
al_ had an independent track to influence events. So the idea that the
right wing has its own ways of intervening in Latin America makes a
lot of sense.

Imperialism -- specifically the maintenance of the power of the
hegemonic country within the imperialist system -- does not always
involve the direct intervention by the US government. Being the
country that's "on top" means that various political forces (e.g.,
Helms) within the center have the ability to play their games in the
periphery, helping their allies for their own political purposes
(pushing religion, ideology, drugs, etc.) (I believe this happened
under the Roman empire, but my historical knowledge is weak this
morning.) Sometimes the official government's policies are helped by
such Helmsian efforts, but sometimes not.
