Investigative journalists have always existed on a terrain established by (a) the conventnional media and (b) government handouts. This includes I.F. Stone, who without those sources would not have had a clue as to where to start his investigations. Chomsky has always gotten almost all his material from the establishment media.
Of course there is an illusion that The Government consists only of the 'official' government, so (for example) the NYT was non-government and Pravda was governnebt, That is nonsense. In fact in general investigations of how the ruling c lass rules are handicapped by (a) this illuson tha the The Government is made up wholly of public officials and (b) the illusion that the core of that ruling class _is_ the ruling class. But such a small core could not rule. It takes about 5% of the population to maintain a regime.
