dogs are not allowed to sleep on the street. That's why we have dogcatchers.

(By the way, there was a U.S. National Public Radio report a month or
two ago about a California central valley town that had laid off its
dogcatchers. It was scary: among other things, people were avoiding
walking more than usual, to avoid the dogs.)
