That's a key problem, since water supply has many public goods aspects
to it and thus cannot be marketized well at all: capitalist
competition drives the economy to replicate "tragedy of the commons"
stories. Oil supplies can be privately owned more easily, so that the
supply process is more easily marketized. But the problem with oil is
its extraction and use (the pollution that results).
