Maybe, the Fed is doing this intentionally, although there is politics
involved in this, so one needs to be careful with using words such as
intentional. This sounds like a good way to increase the banks'
capital without increasing the money supply drastically.

Maybe the Fed is not as dumb as some believe. Maybe, the Fed also
knows that this is not a liquidity crisis. The Fed this way may be
transferring the risk to the general population from the lenders to
manage saving the financial system.
Worth thinking about!
