This is more chest-thumping by the nationalist Chinese state. Look at the way the despicable Deng Xiaoping is approvingly quoted.. And no, the Chinese state is not a friend of, and definitely does not speak on behalf of the global south. Domination by any super-power is very bad, but I'd go so far as to say given a choice between the current Anglo-Saxon super-power and a prospective Chinese one, the South may well be better off with the former.
