Bill Lear is correct that cost-benefit analysis could possibly clarify a
debate, but because the numbers are more often than not baseless [not
all the numbers, but enough to contaminate the analysis], I would rather
not see them put together that way. Better to lay everything out than
have some "experts" lay a number on them.
Here is an example where the creator of the numbers realizes that they
are BS, but they become part of the legal process anyway. It is a short
