That's plausible, but it would be interesting to do
historical/journalistic research to see if that's true. In any event,
actions (the movement) is almost always more important than any
individual jerk's words. The words have to fall on a fertile field.
(An exception would be if someone yells "fire" in a crowded theater.
But even then, people have to have a nervous mind-set beforehand for
this yelling to cause a panic.)
