In the second graph, there seems to be a leveling off of incarceration trend in the US during the last year or so. Maybe Obama had a positive effect? Or the (temporary) change of the political mood that got him into office had that impact? Or state & local governments cannot afford to jail more people? (the last fits California, by the way.)
