It sounds like Broder is saying that presidents orchestrating wars is _normal_ (i.e., it's not just something that Bush #2 would do). That opinion is pretty common on the left, but when someone like the "Dean" (or is it the Bursar?) of the Washington Press says it, that indicates a rare willingness to express power-elite cynicism.[*] -- Jim Devine / "Segui il tuo corso, e lascia dir le genti."
