Surely a working class imigration policy would make local trades union councils 
responsible for issuing work permits to non residents, and would make work 
permits conditional on the immigrants joining the relevant trades union, with 
permits being withdrawn in the event of scabbing.

yes and no. It varies. Craft unions tend to me anti-immigration, while
industrial unions more pro. The United Farm Workers used to be
pro-immigration, for example.

I would appreciate any factual correction or effort to fill out the
details of my assertions.
