I should add the higher an individual is in a bureaucratic hierarchy,
the more my generalizations apply. Also, not all people who work in
bureaucracies are bureaucrats -- in the sense of being in the line of
command. Some are "staff" rather than "line" employees and play a
purely advisory role. Having little power, they are less subject to my
generalizations.
