I was thinking of Jurriaan's e-mail about that rate rising, hurting
Japan's exports. Increasing M might counteract that.

it's also part of Smith's criticism of the Mercantilists.

However, I'd guess that most USers _think_ that they're donating goods
or services to help Japan, whether or not it's true.
