If you start up "a rusty chainsaw" to fuck Carroll's butt with it in "a fantasy", as you put it, the chain is likely to break and whip you in the face. It would be sorta like, "loss of face". I think Carroll is right: environmental talk these days typically avoids the real issue. Moreover it is a form of culture pessimism which tells people what they can't do, before they have even done anything. I would invite Monbiot to go to Fukushima, and pick up a bit of radiation - to prove it's harmless.
