Admittedly PSAs can if properly crafted by very profitable for foreign oil companies. The PSA's are often used by foreign companies in jurisdictions that want to keep ownership and development of their oil within the country using state oil companies. When the Iraqis resisted privatization of oil under the occupation PSA became the mode used to introduce foreign companies to exploit resources without explicit privatization. No doubt Gadaffi was reacting to the terms of PSA's in his suggestion that there be nationalization and he had already imposed upon the companies requirements to share more revenue with the state oil company.
