but isn't Rubin simply one spokescritter and thinker for a larger social movement, the financial-sector wing of neoliberalism, a force that preceded Rubin's resistible rise to the Treasury? Another wing is the "inside the beltway" consensus that "Social Security and Medicare are in crisis" (without any separation of those two programs). That consensus is one force behind Obama's proposed Social Security cuts. Any specific political event -- including the Debt Ceiling Mess -- involves a variety of different political-economic pressures (pushing in different directions with different strengths), so that the actual results are over-determined (as Freud or Althusser would say).
