It seems that authorities, both local and national, do not know how they 
want to respond to these Occupations, and their actions to date seem 
confused and indecisive. One day in one city the effort seems to be to 
somehow absorb and 'kill with kindness'; within a few days, sometimes in 
the same city, they react as though they faced an armed insurrection. 
Real knowledge of the stance of 'Authority' to the Occupations is 
probably not possible, but some cautious speculation on the question 
would seem to be in order.

Could it be that "confused and indecisive" does explain the response 
both of local authorities and whatever 'higher' advice (such as from 
Homeland Security) they might have sought?
