growth of what?

the typical measure of growth uses flows (i.e., the percentage
increase in real GDP or in the Genuine Progress Indicator or
whatever). But in measuring the growth of economic capacity, the rate
of growth of the capital stock or the labor force are often used.
(Then stock-flow coefficients are used to connect these with flows.)
