Not to toot my own party's horn, but DIE LINKE has a programmatic point that is 
very good on this point.

In section IV.2 of the party program, there is a heading with the formulation 
"Migration and Integration as a Social and Democratic Question - Open Borders 
for People in Need!"

The key here is that "in need" is suitably open to interpretation, but when you 
read the text under the heading, the demand is much better and unconditional:

The section proceeds:

"Germany is a land of immigration.  DIE LINKE rejects any immigration and 
integration policies that grants social and political rights according to 
whether people are "useful" or "useless" to capital.  We want political and 
social participation for all people living in Germany."

And it goes on:

"All people living in Germany, regardless of their immigration status, should 
be guaranteed health care.  Those looking for protection cannot be rejected.  
We demand open borders for all people."

That last sentence indicates more than anything else that whatever compromises 
the party might have made in some local government coalitions, it is 
nonetheless worth staying in and fighting for.
