Why are they protesting that the Volcker rule will undermine the
vitality of their banking system?  Are they worried that nobody else
will make stupid bets, such as AIG's credit default swaps?  Otherwise,
wouldn't a regulation that limits opportunity for the US banks open up
profit opportunity for the banks in those countries?
