  Has Sachs been nominated or has he someone who will nominate him? I see they 
make a short list of three. How many nominations do they usually 
get? I see too that they do not vote but decide by consensus. Is that 
called the Washington Consensus? Does the U.S. sometimes suggest more than one 
candidate?
