FWIW, the US government has been handing out tasks that are often done
by governments in other countries to not-for-profit organizations. Not
for profits _can_ be good, just as Kaiser is better than the other
HMOs (as I understand it), but they are often very corporate in
orientation. (Remember also that some insurance companies are owned by
their "members," i.e., policy-holders.)
