American Enterprise Institute and implemented by Mitt Romney!

But isn't "technically speaking, it's more like fascism" exactly what one should expect of "a technocratic program first developed by the American Enterprise Institute?" [but wasn't it actually the Heritage Foundation?--though that's more a distinction than a difference] "Technocratic" is essentially the current euphemism for Fascist (not nazi--the euphemism for that is "national security").
