I can think of two. Social Security was nearly cast in stone and eligibility 
was heavily restricted to over 65 and prior contributors. This automatically 
meant
that Medicare would not be a national heath system. Medicaid was an add on
to cover the poor and the definition of `poor' was heavily manipulated to 
exclude about 25% of people who were in fact working poor.
