which says:

"The classic model of socialism involved state (national) ownership of most
large-scale capital and industry. But it is now clear to most observers that
the concentration of such ownership in the state also commonly brings with it a
concentration of political power as well; hence, the model can be detrimental
to democracy as well as liberty (to say nothing, in real world experience, of
the environment)."

I think this would be a good start and can be done on a shorter time frame.

I live in a county that owns the electric and water utilities and has a low
cost for electric power.

On the other hand, my cable company is privately owned and I have to pay high
internet connection fees. I restrict my TV lineup to basic to keep TV charges
down.

In the US, municipal utilities escape Federal income taxes which can be
considered a subsidy.
