this makes no sense to me. Anyway, like any individual business, each drug cartel in Colombia and elsewhere want to increase its supply and sell more, though it's possible all of the cartels could join together and form a conventional "cartel" in the economic sense of the word in order to restrict supply (as a group) in order to keep prices up. I've never heard that they do so. or maybe I should keep my answer simple.
