Why? Not to go all "conspiracy theory" or anything but there are a couple of names that tie this back to "Iran-Contra": John Poindexter and Robert Gates. Poindexter was brought in to set up the "Total Information Awareness" program in 2002. He had been convicted of lying to Congress about Iran-Contra, which he, along with Oliver North initiated. Robert Gates was acting head of the CIA and was not prosecuted although he "Testified falsely about when he first learned about the Diversion (received a report on it during the summer of 1986 from CIA official Richard Kerr). Also helped prepare Casey’s false testimony." Gates went on to be appointed Secretary of Defense by Bush and was retained in that post by Obama.
