You are right about intentions but make it sound more rational than it
really is.  It is not a question of productivity but power. The following
documents were found by the Union in their lawsuit against Boeing.

th at Boeing *knew* it was going to lose money by moving part of production
to S. Carolina. Not only did it cost more to set up the new production line
in a new place than adding a second line to an existing plant, but they
knew there was huge risk of missing deadlines and lowering quality and
losing money from that. They were able to put huge dollar figures to those
costs, much larger than any projected labor savings. On the pro side in
that document they simply mention greater  bargaining power against the
union. To this they were able to put no number. But in the end that unknown
long term dollar benefit outweighed costs.
