I don't take seriously reports that the Putin government is trying to spark a civil war in the Ukraine which will further embroil it in confrontation with what it habitually describes as its European and American "partners". I think it is scrambling to stabilize the situation and to secure an agreement which will, at best, give the Russian-speaking provinces more autonomy within Ukraine. I especially don't take seriously "unconfirmed" reports like this one which emanates from US-based outfits which seek "Russia's integration into the community of democracies" - in this case, the Institute of Modern Russia (IMR), which publishes the magazine you bring to our attention.
