The real question is: why is she being allowed to resign as Chancellor and
return to her tenured faculty position. Shouldn't she be fired for cause? I
guess that kind of treatment is only for the little people.

"You may resign your position, or you may sign this separation agreement in
lieu of termination," is fairly typical employer boilerplate in a situation
involving a public sector employee.
