I'm afraid that I don't know. I may have come across some calculations on
lost state revenue by Bernard Mommer (as the result of the links with
foreign subsidiaries), by someone else at Oxford (Boue?) and on the
sobranie website, but I don't have the time to search. There was also vast
overstaffing by the PDVSA meritocracy, which had many perks. It would only
be a portion of the loss, though, because the vultures were everywhere
(getting privileged access to various funds), ie., lots of rent-seekers. As
for the 'siphoning' of funds now for social programmes, here again I don't
know of a summary. (The ministry of planning and development may have the
information on its website.) What's a social programme, though? Would you
include the programme in which people are getting specific education and
training (including studying how cooperatives function) to prepare them for
working in the nuclei of endogenous development-- and getting funding
during this period of training? Or, do you mean just health, basic
education and housing?
