So, if they don't give a shit, why would they care if you put it on
there and thereby showed that you cared?  And, don't you think it's
important to get them to care for more than purely selfish or patriotic
reasons?  I mean, after all, you are trying to change opinion, why
limit yourself to self-interest?

How about using the approach chosen by the framers of the US Constitution? You could discount Iraqi fatalities by a certain factor to avoid suggesting that Iraqi and US lives are worth the same. Art. I, Sec. 2, Clause 3 of the Constitution specifies that Congressional apportionment and taxation be based on "the whole Number of free Persons ... and three fifths of all other Persons [i.e., slaves]." This is the classically American solution to a problem -- to be highly legalistic without being in the slightest fair :)
