Yup. The managing editor of Foreign Affairs, Gideon Rose, even agreed to debate Tariq Ali last year. They've added some conservatives to their ranks - Max Boot is now a fellow - but from attending a bunch of their press events, I've found them to be kind of liberal, in the old sense. I.e., into multilateralism and rational dialogue - though of course in the service of empire (which they call "leadership").
