Appropriations Bill Becomes Magnet for Katrina Amendments
Relief efforts for Hurricane Katrina continued to dominate debate as the Senate
made slow progress Friday on the fiscal 2006 Commerce-Justice-Science spending
bill.
Majority Leader Bill Frist, R-Tenn., said he expected to complete work on the
bill (HR 2862)
early next week and then turn to more fiscal 2006 appropriations measures. But
first, he and
other leaders must decide how to dispose of a growing list of amendments
designed to cut
through red tape and speed assistance to victims of Hurricane Katrina.
Senate leaders have not yet said whether they intend to allow such amendments
to be adopted or will pursue separate stand-alone legislation to aid hurricane
victims.
Frist indicated Friday they may do both. He noted that several unfinished
appropriations
bills, like the Commerce-Justice-Science bill, "do have disaster-related
language and we
want to expedite their consideration." At the same time, he said, "we will
continue to
work on freestanding measures as they become available."
