hamilton had argued in favor of protectionst tariffs on nationalist grounds in his 'report on manufacturing' (a half century before f. list did so), while pre-civil war tariffs were periodic *and* levies were relatively small, in great part, because of slave south's influence/power over national policies, when combined with u.s.
